Oslo El Gustave (オスロー・エル・ギュスターヴ, Osurō Eru Gusutāvu). He is an egomaniac with delusions of grandeur. His beautification law has driven the citizens insane and to the point of starvation. Gustav has no real skill in running his territory; unaware his poor management would eventually cause it to fall apart once the citizens died.
